Description of problem:
"Learn More" links on specified resource page should point to doc  about the resource instead of welcome page

Version-Release number of selected component (if applicable):
free-int (3.5.5.3)

How reproducible:
Always

Steps to Reproduce:
1.Create a project and login to web console
2.Check on all resources pages, click "learn more" link

Actual results:
2.These links point to the doc welcome page  
Expected results:
2. These links should point to doc about the related resources

This sounds like a problem with the online doc extension, but we would really need to know specifically which links you are seeing going to welcome instead of to the correct pages.

This issues also reproduce on free-stg

Checked this bug in [starter][starter-us-east-2][free][free-int][free-stg] envs,the bug was fixed.
