Steps to Reproduce:
1. Navigate to Compute --> Clouds --> Providers
2. Go to summary page of RHOS provider
3. Click on Configuration --> Add new arbitration profile to this Cloud Provider

Actual results: Wrong Flash message "Button not yet implemented"


Expected results: Proper flash message should be there

According to PR from Comment 2, Arbitration Profile option is not present.
