Description of problem:
Error message is absent when trying to add chargeback rate with the same name

How reproducible:
1. Go to "Cloud Intel" -> "Chargeback" -> Rates
2. Add Storage or Compute rate 
3. Try to add rate with the same name (description)



Actual results:
Error message is absent, but rate wasn't added 


Expected results:
Error message occur and rate wasn't added
