I switched between multiple subscriptions and zones per the above discussion.  As near as I can tell, the network is switching over correctly each time.  All the IP address are always correct after provisioning.

I don't have the actual code in question so I can't verify thatpart.  If the customer is still having an issue we can re evaluate this.
