Sorry ,its the browser where it differs not users.
means button is aligned in Chrome and not in Firefox.

The custom actions dropdown has been flattened in https://github.com/ManageIQ/manageiq-ui-service/pull/669, as a result this bug has been resolved. I have verified that on both Chrome and Firefox the custom action buttons are aligned properly.
