Description of problem:
Tag page doesn't open for stack list when list was opened from provider detail page

Version-Release number of selected component (if applicable):
5.8.0.10

How reproducible:
100%

Steps to Reproduce:
1. Add cloud provider
2. Navigate to providers details page
3. Open orchestration stacks from details page
4. Select check-box one os the list
5. Select Policy->Edit Tags

Actual results:
Tags page doesn't open

Expected results:
Tags page should open, tag should be added
