Description of problem:
At customer we have seen hundreds of containers (that has been deleted from provider) with ems_id=nil and old_ems_id=nil.

That causes problems to various parts of CFME, as we expect either one to be present.

probably deterministic

Steps to Reproduce:
1. Delete Project or Group or Pod with containers
2. Wait for refresh
3.
