This Rebase is made to fix the nss CVE:
https://errata.devel.redhat.com/advisory/27952 .
The rhgs3/rhgs-volmanager-rhel7 container image is based on Red Hat Enterprise Linux Container image, and hence has to be updated to include the fix in the image.
Also, from Heketi, we point to the rhgs3/rhgs-volmanager-rhel7 image and hence it needs to be updated to the new build tag of the image that has the CVE fix.
