Rebase package(s) to version: mingw-spice-vdagent-0.9.0. This version implements the WDDM interface to support multiple monitors and arbitrary resolution with spice-qxl-wddm-dod (BZ#1444429), fixes file name encoding in Windows guests (BZ#1450061), and fixes a bug that prevents a user from attaching another display from the client side (BZ#1444080).

This bug has been cloned to the RHEV-M .z stream:https://bugzilla.redhat.com/show_bug.cgi?id=1482982 I installed rhv-4.2.2-3 on RHEL-7.5-20180221.0 engine and hosts.
With the Windows guest files vdagent.exe and vdservice.exe both at version 1.1.4.1005, that equates to vdagent-win-4.1.5 according to the spec file.
