Description of problem:
undefined method `all' for nil:NilClass error appears while setting ownership for template

Version-Release number of selected component (if applicable):5.8.0.11


How reproducible:
100%

Steps to Reproduce:
1.Add infra provider
2.Navigate to templates list page
3.Select one template
4.Configuration -> Set ownership

Actual results:
Error appears

Expected results:
Page for setting ownership should open

Ruslana, any chance you can confirm if this is in older releases, like 5.7.2?  If it is not, please add regression keyword.  Thanks!

Tested it on 5.7.2, also reproduces.
