Cause: Missing rules in the Network Policy SDN plugin did not allow proper off-cluster access.
Consequence: Off-cluster resources were not reachable.
Fix: Correct the rules.
Result: Off-cluster resources were accessible.

Checked on OCP build v3.5.5.23 issue has been fixed.
