Verified in Satellite 6.3 Snap 22. I had a customer db cloned onto a 6.2.8 Satellite. I verified this issue was still present by attempting to import a manifest. Error seen:
Error during manifest import: {"displayMessage"=>"undefined method `redhat?' for nil:NilClass", "conflicts"=>["UNKNOWN"]}

After that, the upgrade to latest 6.3 completed without any reported issues. See attached for full upgrade log.
