Description of problem:
Backport: Set  max_nested_stack_depth = 6

Please backport https://review.openstack.org/#/c/397508/ to OSP 10, or the tech preview of containers will remain a broken feature.

do we have containers on osp10 ? is this still need to be fix on that version ?

We will remove containers in OSP10 once OSP11 TP is shipped, therefor I would not focus on backporting this one into OSP10.
