Steps to Reproduce:
1. Create User with tenant-administator role
2. Go to Users 

Actual results:
You can see users with super-administator role and with administator role

Expected results:
You should see only users without super-administator role and with administator role

Verified in 5.9.0.13. Tenant administrator can't see super administrators and administrators in users tab.
