Description of problem:
The check for "is this like RHEL" does not detect Scientific Linux as "Like RHEL".  The attached patch resolves.

Version-Release number of selected component (if applicable):redhat-rpm-config-64-1.fc27

Use systemd resources to detect if available

This is a better patch that uses systemd resources if available.  If not it falls back to the existing behavior.

There is no dist.sh anyomore.
