The Fedora patch should probably be replaced by upstream commit a3daf184, which solves the same problem but uses cloudinit.util.which rather than os.path. I tested out Lars's suggestion in a COPR, and it works as expected. The "package_update_upgrade_install" module ran successfully and installed the package on F25.
