Description of problem:
Can't set simple password for normal usr after finishing rhel7.4 installation

Version-Release number of selected component (if applicable):
RHEL-7.4-20170426.4-Server-x86_64-dvd1.iso


How reproducible:
100%

Steps to Reproduce:
1.Try to install rhel7.4  in virt-manager
Create new virtual machine-> choose "Local install media"-> select "RHEL-7.4-20170426.4-Server-x86_64-dvd1.iso" in iso image -> set CPU ,memory and disk size size as default > change guest name as "rhel7.4-0426"->finish

2.Select ""Install RHEL7.4....."-> continue->I want to proceed->choose "automatic partitioning selected"

3.Select "SOFTWARE SELECTION"-> GUI install->begian installation-> set simple password "redhat" for root but do not create normal user> reboot the guest after finishing os installation

4.Guest will boot into normal user setting after first rebooting,default setting for normal user until set password for normal user, but can't set simple password for normal usr, the next can't be clicked unless setting two Mix upppercase + two lowercase +number in password option, pls refer to screenshot1

Can set simple password for normal usr after finishing rhel7.4 installation

Additional info:
1.Can't reproduce the problem on rhel7.3, so it is a regression bug
2.At step3,select "SOFTWARE SELECTION"-> GUI install->begian installation-> set simple password "redhat" for root and create normal user, could set simple password for normal user
3.After step4,log into guest with root account, open system tool-> users->add user->add user name-> also need to input complex password for normal user, pls refer to screenshot2

This piece at least sounds like an entirely different bug since it deals with a completely separate application to add a user.

The first/main issue of this bug looks like a gnome-initial-setup issue though, so I'm moving it over to them.

I changed 7.4's g-i-s password validation to work like anaconda's user password policy.

If you have a password that is less than 8 characters, fails the dictionary test or fails basic password minimums, GNOME will let you set a password.

Verified with gnome-initial-setup-3.22.1-4.el7
