The first/main issue of this bug looks like a gnome-initial-setup issue though, so I'm moving it over to them. I changed 7.4's g-i-s password validation to work like anaconda's user password policy. If you have a password that is less than 8 characters, fails the dictionary test or fails basic password minimums, GNOME will let you set a password. Verified with gnome-initial-setup-3.22.1-4.el7 Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
