Description of problem:
When rebuilding the quagga package, texi2html never exits.  This happens on all
architectures.

tetex-2.0.2-28

How reproducible:
100%

Steps to Reproduce:
1. Rebuild quagga from CVS.

It seems the latest working texi2html is 1.66. I was successful to
compile quagga with it. It's not essentially different from the old
texi2html-1.64 but with many bugfixes.

I'll close this bug when it's built.
