After merging the fixes for the bug:

Which are specifically:

We need to update the content of
the Overcloud resource registry
in THT to fix the paths for the 
corrected heat resources
as the file overcloud-resource-registry-puppet.j2.yaml
diverts from what we have upstream.

This fix should be merged in rhos11-patches and rhos12-patches.
