Description of problem:
When running ansible service catalog provision from service catalog the job can run in any zone and it seem like the service catalog aren't zone aware which cause the job lunch to fail because Ansible tower is only accessible from the worker associate the Ansible Tower provider zone.

How reproducible:


Steps to Reproduce:
1. assume you have environment with multiple zones/providers  
2. Add Ansible tower provider to one zone, and limit the access to Tower from only that worker. e.g using iptables 
3. create, and run ansible job template.

Actual results:
The job sometime success, and sometime fail. It success when the job lunch run on the correct work, and it fail when the job lunched from worker has no connectivity to tower.

Expected results:
the job run from the worker within the provider zone.
