Description of problem:
Package freeipa fails to build from source in Fedora 26.

The build fails during configure:

configure: error: Required 389-ds header not available (389-ds-base-devel)

Version-Release number of selected component (if applicable):
4.4.4-1.fc26

Steps to Reproduce:
koji build --scratch f26 freeipa-4.4.4-1.fc26.src.rpm

This is caused by a broken header in 389-ds-base-devel: https://pagure.io/389-ds-base/issue/49264

FreeIPA build works with 389-ds-base-1.3.6.6-1.fc26.

We currently require these overrides to build for F26:
389-ds-base-1.3.6.6-1
custodia-0.3.1-1.fc26
