Rebase openstack-cinder to 08bfc7 to pull in current version

Finished installing a "latest" osp10 with infrared's customized job.  

$ cat /etc/yum.repos.d/latest-installed 
10   -p 2017-05-04.4        -> no puddles since then? 
openstack-cinder-9.1.1-3.el7ost.noarch

openstack-cinder-9.1.4 didn't reach me yet

BTW what do we mean by 08bfc7 ? 
I'm sure I'll regret asking :)

Got 10z release today:
10   -p 2017-05-23.4
openstack-cinder-9.1.4-3.el7ost.noarch

Relevant code is included on my deployment.
