Description of problem:
Why? Is this what it's supposed to do?

It looks in /lib, /usr/lib, and /usr/local/lib.
It ignores ld.so.conf. 

ldconfig pays attention to ld.so.conf.

At least one place in the manpage mentions
ld.so.conf as a place to search (see list below -rpath-link option).
