+++ This bug was initially created as a clone of Bug #1455164 +++

Description of problem:
This is the Engine side of the bug - the domain should include in its metadata a flag that will tell VDSM to refuse to put this domain into maintenance.
Engine will recognize this flag (and will later on can use it in the UI, etc. to block such action gracefully).
