Description of problem:
"Update Organization" button placed that way it is not clear that it updates "Allow Organization Admin to manage Organization Configuration" setting as well

Steps to Reproduce:
1. Create Org and try to change its "Allow Organization Admin to manage Organization Configuration" setting
   Admin -> Organizations -> <org> -> Configuration


Actual results:
See screenshot


Expected results:
IMO that button should not be in "Organization Configuration" box, because that way it looks like it is unrelated to "Red Hat Satellite Configuration" box

Verified with spacewalk-java-2.5.14-96.

The "Update organization" button is now positioned on the bottom right of the page, i.e. below both parts of the form. The button indeed saves changes done to both parts of the form as intended.
