Description of problem:
On right side of each cluster listed in list of clusters is button with options to Expand, Shrink and Unmanage. These options are grey and unavailable.

Steps to Reproduce:
1. Import or Create cluster
2. Open cluster list in dashboard (Clusters button in left panel)
3. Click on button with 3 dots in right part of the listed cluster.
4. Try to click on Unmanage option from the popup.

Actual results:
Option for Unmanage is doing nothing.

Expected results:
Option for Unmanage should lead to form where this operations can be done.
