Develop a way to support cloud-init scripts to run within VMWare. Per http://talk.manageiq.org/t/cloud-init-on-vmware-provider/1254 there are some published hacks, but it is not a core feature of CF, and it sure isn't documented.

Generating on the fly an .ISO (or floppy?) for cloud-init data injection *seems* to be the best way, but per http://talk.manageiq.org/t/cloud-init-on-vmware-provider/1254/14 , CD mounting may be the biggest blocker.

If it's something like a tracker bug where it doesn't matter, please set the severity to Low.
