Description of problem:
Connectivity check fails on WWAN interface

How reproducible:

Steps to Reproduce:
1. add a [connectivity] section to /etc/NetworkManager/NetworkManager.conf:


2. Restart NM
3. Enable a WWAN connection
4. check the output of 'nmcli general'
5. check the output of 'nmcli networking connectivity check'

Actual results:
Connectivity is limited.

Expected results:
Connectivity is full.
