Description of problem:
There are couple of divergent reports about cluster import:
1) imported cluster is in list of cluster - I expect that if cluster is not imported yet, cluster should not be in this list
2) import cluster job is in "processing" state - this means that cluster is not imported yet - in conflict with 1)
3) job log entries in UI report that cluster is already *successfully* imported - in conflict with 2)
4) one machine was not imported properly because I don't see it in log entries and in hosts on cluster dashboard(hosts in cluster page) - in conflict with 3)

How reproducible:
100% from every tries with above package set 

Steps to Reproduce:
1. run import ceph cluster job
2. wait about 2 hours to be sure that import should finished for 7 node cluster

Actual results:
Reporting about import cluster is fuzzy.

Expected results:
All reports about import cluster will be synchronized. There is no cluster visible in UI until it is imported.
