Description of problem:

When focus mode is set to mouse or sloppy, if you hit Alt+Tab to switch to another window, even though the selected window that comes up has the mouse on top of it, the focus will not change to the new window, and will remain in the previous window.

If focus mode is set to click, Alt+Tab will set the focus on the selected window regardless of the mouse being clicked on it --- which is the expected behaviour in this case.

I am using Fedora 25 with gnome-shell-3.22.3-1.fc25.x86_64.

I selected gnome-shell but I don't really know if this is a gnome-shell issue. Please, retarget as appropriate, and sorry for the lack of knowledge here.

Steps to Reproduce:
1. Set focus mode to sloppy or mouse. I use Tweak tool to do that.
2. With many windows opened, press Alt+Tab.

Actual results:

When the selected window rises, the focus will remain in the previous window even though the mouse is on the selected window after it has risen.

Expected results:

I would expected the focus to change to the window on which the mouse is.
