Description of problem:

Steps to Reproduce:

1)    Create a user
2)    Create a role with following permissions: view, create, add, remove filters; view, edit roles; view, assign organizations; view, assign locations;
3)    Assign the new role to the new user
4)   login as a user
5)    Go to Administer -> roles
6)    Press 'Filters' button for any role except for the new one.


Actual results:
>>> 
empty list

Expected results:
>>> 
list of filters for that role

Hi,

It was about the external authenticated user, the external authenticated user can view but even though he has the necessary permissions, he cannot view or edit any other filters for any other roles.

The issue is reproducible in 6.2.9 and reported in upstream as well.

The Satellite Team is attempting to provide an accurate backlog of bugzilla requests which we feel will be resolved in the next few releases. We do not believe this bugzilla will meet that criteria, and have plans to close it out in 1 month.
