Description of problem:

If the secondary zone has log_meta true it will try logging metadata this will cause the sync to stall

Version-Release number of selected component (if applicable):


How reproducible:


Steps to Reproduce:
1. Create a multisite configuration and set the log_meta true also for the secondary zone
2. After some time and load, bucket created on the primary zone won't be synced to the secondary zone
3.

Actual results:
New bucket should be synced to the secondary zone
