Description of problem:
Currently Ceph storage nodes in OpenStack solution (outside HCI) do not require OpenStack bits.
However, in order to update or upgrade ceph storage nodes OSPd required OpenStack subscription.

The side effect of that is that Customers must buy OpenStack subscription for Ceph storage nodes when there is no OpenStack running on them.

The ask is for Ceph images and OSPd deploying them on Ceph only nodes.
Then making sure update and upgrade of OpenStack (with Ceph) handles it correctly.

The root cause is that image deployed on all nodes, including Ceph is base OSP image. Thus, any patching requires subscription for all packages on it.
Thus, requirement for OpenStack subscription.
