Looking into current SHE guide [1]. we do recommend to have at least 2 hosts, but we never advise on the higher limit. Talking to Engineering, I understand it usually depends on customer's hardware topology, but never more then 4.

We should have this recommendation in the guides as well, to make it clear for the users.

The exact text I'd be happy to see: while there is not hard limit on hosted-engine hosts, Red Hat recommends up to 4 hosts.
