Description of problem:When adding RHSM/SAT6 settings validation is not required

Steps to Reproduce:
1.setup appliance
2.nav to configuration-settings-region-Red Hat Updates
3.edit registration
4.add bogus rhsm/sat6 settings
5.click save without validation

Actual results:save successful


Expected results:validation required before clicking save to prevent adding incorrect credentials and settings

Additional info: We validate when adding providers so it makes sense to do the same thing here.
