On the Network -> Floating IPs section, after having selected a floating IP to edit (URL http://<hostname>/floating_ip/show/<ID>) the save button doesn't trigger any action.

How reproducible:
1. Create a floating Ip 
2. Go to edit form of above created floating IP
2. Try to associate or disassociate a port

    Floating IPs: Fix edit form buttons
    
    Declare the edit form to the controller vm scope
    Replaces with the generic_form_buttons
