This will be accomplished in luminous via better defaults for throttling recovery - namely osd_recovery_sleep. See https://github.com/ceph/ceph/pull/16328 Since the problem described in this bug report should be resolved in a recent advisory, it has been closed with a resolution of ERRATA.
