Description of problem:
Unable to modify default project quotas through horizon identity view

Version-Release number of selected component (if applicable):
OSP 10 Horizon dashboard

How reproducible:
Everytime

Steps to Reproduce:
1.Login to horizon
2.Navigate to Identity and click on drop down next to Manage Members tab for admin project
3. Select Modify Quotas and change the defaults quota values and try to save changes

Actual results:
Fails to save the changes and gives the following error message
Error: Modified project information and members, but unable to modify project quotas.

Expected results:
Should save the changes and reflect the updated quota values

This bugzilla has been removed from the release and needs to be reviewed and Triaged for another Target Release.
