Description of problem:
Both directories contains guides and roles, with -doc directory having the files laid out without any grouping.

reliably

1. check both directories

Actual results:
duplicates of files

files only in one of the directories

Verified that
scap-security-guide-0.1.36-7.el7.noarch:
contains ansible and bash remediation roles generated for every shipped profile, and tables accompanying specific profiles.

scap-security-guide-doc-0.1.36-7.el7.noarch:
contains guides generated for every shipped profile.

No duplications found.
