How reproducible:
100%

Steps to Reproduce:
1. For a Down VMWare VM, go to Configuration->"Transform this VM to RHV"

Actual results:
No dialog window is opened.

Expected results:
The VM transform dialog should be opened. 


Additional info:
On nightly version, from June 12, master.20170701025443_976b91f, the VM Transform dialog opens properly.

It seems to be a problem related to backporting the service dialog (the paths differ between fine and the upstream). Posted a [FINE] PR for this https://github.com/ManageIQ/manageiq/pull/15496
