gd has had libimagequant support for some time now.  libimagequant is in Fedora since F24 for recent pngquant; gd can use this as well by adding BuildRequires: libimagequant-devel.

This one needs investigation as it breaks 1 test

Only on F26 i686.  Other F26 arches pass, and even i686 passes in an F27 or F28 (rawhide) buildroot.  While the buildroots use slightly different versions of libimagequant (2.10.1 vs. 2.10.2), the only changes between these two are Rust-related.

This message is a reminder that Fedora 26 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 26. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as EOL if it remains open with a Fedora  'version'
of '26'.

plan to fix it in a currently maintained version, simply change the 'version'
to a later Fedora version.

lifetime, sometimes those efforts are overtaken by events. Often a
more recent Fedora release includes newer upstream software that fixes
bugs or makes them obsolete.
