Description of problem:
Whern I pres the keys "ñ" or "ç" in my spanish (Spain-Europe)
keyboard, I see two or three rares characters. I must press Ctl + ñ
(or Ctl + ñ) to view a correct "ñ" or "ç".
This happens only with OpenOffice. With others apps this doesn't happen.

Steps to Reproduce:
1.Start Openoffice Writer
2.Press the "�" key.
3.
    

Actual Results:  I see "~A+"

Expected Results:  I would like to see: "�"
