RFE to track upstream work on https://review.openstack.org/#/c/423906/ and ensure proper QE testing.

This RFE is not considered as a 17.0GA must have, removing the target milestone. Will reset it to 17.1 target when the BZ flag is available.

As far as upstream backporting goes, we're all good. The code
will be in OSP16, or at least can be supplied at a moment's
notice.

However, Greg and I came to an agreement that we will not
pursue a Tech Preview for this feature for the time being.
It will only be available under an SE process.

I think this RFE needs to be closed.

Given the testing complexity, we will keep this feature under support exception for now. Feel free to reopen the RFE if needed.
