Description of problem:
The RunOnceDuration admission controller is not configured in starter-us-east-1. The admission/plugin configuration should include the configuration specified in this release ticket https://github.com/openshift/online/issues/62

Expected results:
The ActiveDeadlineSeconds attribute should be set to 3600s

This appears to be an issue in Ops' configuration management. I'm looking into it now.
