Description of problem:

We would like to have qemu-ga-win built from the same source as qemu-ga 
in Linux. This will be done using min-gw env.

This BZ is for tracking this project. The end result should be a new 
qemu-ga for Windows, with no regressions compared to 7.4 qemu-ga-win.
