How reproducible:
Always

Steps to Reproduce:
1. Have an ec2 provider
2. Go to Storage -> Block storage -> Volumes
3. Add a new Cloud Volume

Actual results:
Error flash message:"Must filter on valid attributes for resource"
and in storage managers dropdown is not EBS Storage manager

This flash message appears in creating snapshot too.

Verified in 5.9.0.11.
EBS storage manager is displayed in storage provider dropdown.
