Is it possible to run the below command in one of the controllers and see if the file ovndb-servers is present in the below location. $ls -l /usr/lib/ocf/resource.d/ovn/ovndb-servers If this file is not present, then that's the reason why it is failing. The openvswitch-ovn-common package is expected to create this file and looks like it is not. For successful OVN HA deployment, OVS 2.7.1+ is required and the BZ [1] - addressed.
