Description of problem:
is/registry-console TAGS is 3.5 looks confused after upgraded to OCP 3.6 from OCP 3.5
Version-Release number of the following components:
openshift v3.5.5.31.4 ->
openshift v3.6.152
How reproducible:
Always
Steps to Reproduce:
1. upgrade OCP 3.5 to OCP 3.6
2. $ oc get imagestreams -n default

Actual results:

registry-console   172.31.41.15:5000/default/registry-console   3.5       2 days ago

Expected results:
All tags should be 3.6, no 3.5 kept(which looks like version 3.5 is working)
