Steps to Reproduce:
Openstack instances can be reconfigured so we should have a quota check for instance reconfiguration as well.


Note:
Openstack instance reconfiguration does not work and this issue is tracked in bz 
https://bugzilla.redhat.com/show_bug.cgi?id=1470586

Hi Billy,

I know we added quota for reconfigure. Can you check if we have it for cloud and infra?
