How reproducible:
very

Steps to Reproduce:
1. start vnc
2. display nedit application on the VNC


Some times the _ will appear as the first letter in a menu/sub menu label, sometimes it will be in the middle of the menu item. 

When we display nedit to a local workstation via ssh -X nedit seems to display menus properly.
